As part of NIA, DOE will assess the impact on consumers, including the lifecycle cost savings, and simple payback time (PBP). DOE will use its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").

The impact of manufacturers will be assessed also as the impact on manufacturers will be evaluated. DOE will use a modified version of the Industry Cash Flow model adapted for this type of product to calculate manufacturing NPV.
